As stated in out Statement of Direction, Oracle Application Express 3.2 will introduce an Oracle Forms Converter tool. This tool will capture the design of existing Oracle Forms applications and automatically translate many of the main components. Other components, such as complex triggers, will need to be manually converted from client-side PL/SQL to server-side PL/SQL.

The Forms converter will be shipped with a cook book on how to go about manually converting client-side PL/SQL to server side PL/SQL. I don't have any papers on this yet.
This is the best Oracle news I've heard in years!
Just a litte dose of reality. What this tools does is take Forms metadata (like blocks and some of the attributes) and translate that metadata into Apex structure/metadata. It doesn't do anything with the PL/SQL or the triggers or any of the Forms built in functionality. So its pretty basic. Also, it doesn't take into account any rearchitecture you would probably have to consider when moving from a web applet to an HTML applications.
While apex is a nice envirnment for certain kinds of applications and development shops, there is no reason to leave Forms at all if you don't want to.
